The phrase comes from three parallel sayings (Matthew 12:31–32, Mark 3:28–29, Luke 12:10), each set in the same episode: Jesus has just cast out a demon, and the scribes/Pharisees explain the exorcism as demonic — "by the ruler of the demons he casts out demons" (implied in the surrounding narrative Matthew 12 belongs to). Mark 3:28–29 gives the fullest form: "all sins of the descendants of man will be forgiven, including their blasphemies... but whoever may blaspheme against the Holy Spirit never has forgiveness, but is subject to eternal condemnation." Matthew 12:31 and Luke 12:10 preserve the same contrast.
Three things the text itself controls:
It is not a stray outburst. Luke 12:10 distinguishes "speaks a word against the Son of Man" — which is forgivable — from blaspheming the Holy Spirit, which is not. That distinction only makes sense if the sin in view is a settled, deliberate stance, not a slip of the tongue or a bad thought. The scribes had just watched Jesus heal by the Spirit's power and declared that power satanic — attributing the unmistakable work of God to the devil, on purpose, in the face of the evidence. It is the sin of calling good evil, with eyes open.
It is not despair. 1 Timothy 1:13 has Paul describing himself as "a blasphemer, a persecutor, and insolent," yet he "obtained mercy" because he acted "ignorantly in unbelief." Blasphemy against the Spirit is not simply the word "blasphemy" attached to a person's record; ignorance and unbelief are treated as mitigating, ruling out the reading that any blasphemous act, however committed, is automatically unforgivable.
Why "unforgivable" at all, when Isaiah 43:25 and Micah 7:18 press how far God's mercy reaches? The most defensible reading, held broadly across the tradition: forgiveness requires repentance, and repentance is itself the Spirit's work in a person (the Spirit convicts, softens, draws). To attribute the Spirit's own activity to Satan is to reject the very mechanism by which anyone repents. It is not that God refuses to forgive this one sin on principle; it is that the sin consists in slamming shut the door forgiveness comes through. Hebrews 10:26,29 describes something structurally similar without using the same phrase — a willful, informed rejection that treats the Spirit's grace with contempt, leaving "no more a sacrifice for sins."
What follows practically is worth being precise about, because this verse causes real anguish: someone tormented by the fear that they have committed it is, by that very fear, showing the opposite of the hardened, satisfied defiance the text describes. The sin is not a diagnosis anxious people give themselves; it is a description Jesus gives of people actively, knowingly calling the Spirit's work satanic.

To be a Christian means to forgive the inexcusable, because God has forgiven the inexcusable in you.
The essence of sin is man substituting himself for God, while the essence of salvation is God substituting himself for man.
That which He has not assumed He has not healed; but that which is united to His Godhead is also saved.
